Minutes of meeting -

Agenda item #9: Seniority and Addition of New Teams to Smith Murphy Park

Ravikandan, who as Chair of the Rules and Regulations Committee, addressed the Board. Summary of findings:

- SCCA BOD was waiving the rules based on its convenience

- There is no bylaws that deals with the club seniority issue - only a gentleman's agreement

- Club seniority and the use of SCCA administered grounds is based on a first come first serve basis

- British & Dominion and Caribbean 2 cricket clubs have been part of SCCA since 1985 and 1987, respectively. However, as per the the schedule books, British & Dominion was not listed as a SCCA club in 1989 and 1990. Similarly, Caribbean 2 was not listed as a club in 1990 and 1991

- The issue now is to decide if these two clubs still maintain their seniority

- List # 1: Seniority, based on when clubs first became registered members of SCCA:

o British & Dominion: 1985

o Vijayta: 1986

o Caribbean 2: 1987

o San Diego 1: 1989

o Victoria: 1990

- List # 2: Seniority, based on the fact that British & Dominion and Caribbean 2 were not listed in the schedule books for two years each and hence lost their seniority:

o Vijayta: 1986

o San Diego 1: 1989

o Victoria: 1990

o British & Dominion: 1991

o Caribbean 2: 1992

- San Diego 1 has declined to the offer to play at the SCCA administered grounds

- Based on the facts presented, the Board should to decide on which team was next in line to play at the SCCA administered grounds.

As per Veman Reddy's calculations, Smith Murphy Park can accommodate 5 or 5.5 teams, provided the SCCA Youth team plays both at Woodley and Smith Murphy Park. Additionally, if need be, the Youth team could also play a few games at Abid's ground in Tustin. Abid has offered to accommodate the Youth team.

After much discussion, Kelly Dunagan proposed a motion to set the club seniority based on List #1. This was seconded by Carl McGroggan. An amendment to this was proposed by Kelly Dunagan and seconded by Tony Verity. As per this amendment, club seniority (with regards to playing on SCCA administered grounds) is to be pegged to the year when a club is first published in the SCCA schedule book. All SCCA clubs will be granted a grace period of one year, wherein they may choose not to play in the SCCA, without losing their seniority (with regards to playing on SCCA administered grounds). However, these clubs will have to pay the SCCA dues for the year they wish to skip. Failure to pay their dues will result in the club losing its seniority (with regards to playing on SCCA administered grounds). Once a club is a registered member of SCCA, changing the name of the club will result in the club losing its seniority (with regards to playing on SCCA administered grounds). Voting results: Yes: 16, No: 2, Abstentions: 7.

A motion to include British & Dominion and Vijayta at Woodley and Victoria and Caribbean 2 at Smith Murphy Park was proposed by Veman Reddy and seconded by Atul Rai. Voting results: Yes: 18, No: 3, Abstentions: 2.
